Overview

Under direction of the RE Loan Operations Manager, the Real Estate Construction Disbursement Officer is responsible for the disbursement process on all construction loans while mitigating the bank’s risk during the construction process.  This entails working closely with lenders, borrowers, and third parties during the disbursement process.

 

 

Responsibilities

 

 

  • Monitoring construction projects and reviewing third party voucher control disbursement requests, inspection reports, change order requests.
  • Orders pre-loan feasibility studies; third party cost and contract reviews.
  • Bids third party voucher control disbursement support services.
  • Monitors Insurance data on construction projects.
  • Assists the Construction Risk Manager with internal cost reviews.
  • Provides accounting and reporting of funds disbursed.
  • Collects invoices, material and labor releases prior to disbursing payments on in-house monitored projects.
  • On occasion will inspect job sites to ensure authenticity of payment requests.
  • Monitor and track subdivision loans (starts ahead of sales, pre-sold and speculative housing units); obtaining purchase and sale agreements, issuing partial demand statements to title and process incoming wires as a result of issuance.
  • Coordinates establishment of Ban Control accounts.
  • Monitor Cash in Lieu of Bond Ban Control accounts that are reconciled on a monthly basis by the Loan Servicing department. 
  • Prepares monthly project status reports to management.
  • Orders and reviews inspections from third parties.
  • Prepares Loan Transaction Form and/or general ledger tickets for draws and advances against construction loans.
  • Prepares wire transfers for draw and disbursement requests.
  • Coordinates with the borrower, contractor, bank personnel, third party vendors and voucher control services on all documentation necessary to set-up new accounts.
  • Orders and reviews Title Endorsements as outlined in the Lender’s Closing Instruction, ensuring Management and/or Lending Officer is aware of any liens or other conditions notated on title that increase the bank’s risk.    
  • Balances Construction Loan Budget to Voucher control budget and reports findings to Lending Officer and/or Management of any project budget shortfall/overrun that  increase the bank’s risk.
  • Follows policies and procedures; completes administrative tasks correctly and on time; supports the Bank’s goals and values.

 

Qualifications

  • High School Diploma or equivalent education from a technical or trade school; and three (3) or more years related experience in Real Estate construction loan disbursement and construction management and/or training; or equivalent combination of education and experience. 
    • Work related experience should consist of real estate documentation, loan closing procedures, title and insurance experience. 
    • Educational experience, through in-house training sessions, formal school or technical industry related curriculum, should be business or financial industry related.
  • General knowledge of construction laws and regulations.
  • Must have working knowledge in real estate lending activities and terminology.
  • Must have general knowledge of commercial, construction, real estate and consumer loan processing.
  • Effective oral, written and interpersonal communications skills to interact professionally with a variety of clients, including, contractors, loan officers, borrowers, and third party outside construction control firms.
  • Demonstrate strong analytical and project administration skills for a variety of tasks or projects.
  • Current state driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities
  • Other duties as assigned.
